TOKYO — Japan Research Institute Ltd will form a consortium June 5 to create a residential fuel-cell network to ensure a mutual supply of electricity to homes, officials at the private think tank said Friday.

Less than 20 companies will participate initially in the DESS Consortium, an official said, who did not reveal their names. DESS is short for decentralized energy system and software.
