According to Xu, the target of China's long-term energy development planning includes the following: that total output will basically meet the demand of economic and social development; structural readjustment will progress; the efficiency of work will near the international advanced level at the end of last century, and a competitive energy designing, manufacturing, construction and operation system will be established.

A macro control system, legal system and safety warning and emergency system, along with a modern enterprise mechanism are also to be established.

China's energy plan falls into several categories, including overall planning, power planning, coal planning, oil and natural gas planning, and hydrogen energy planning. There is also sub-planning, such as new energy planning, wind energy planning and nuclear power planning.
